What’s that means, for the layman, is that a district court will almost always stay implementation of something new, when the legality of that new thing has been challenged, provided that the other standards of a TRO have been met.
Only a blind fool would say what you just said in the face of the overwhelming evidence that a small number of garbage democratic appointed judges (as opposed to all democratic appointed judges) are being specifically approached with cases that fly in the face of centuries of previous case law.

I made a statement about second rate lawyers and political hack judges stepping way out of bounds trying to block Trump from exercising his Constitutional authority as head of the Executive Branch of our government.

yes, “conservatives” tend to favor textualism or something like it, while the left tend to favor the “living document” school of interpretation.
belonging to different schools of interpretation does not equate to “bad faith.“. it is just a different way of looking at the constitution.
I am a nearly-rabid textualist. But I would never claim that someone who believes in the “living document“ theory is acting at “bad faith.“ I simply disagree with his form of analysis.
