This reminds me of when Trump declared the wave of some 50k illegal migrants crossing our southern border monthly, a national emergency and was absolutely panned by liberals for being so self-indulgent and reckless with the system.

This virus is more deadly that the 1918 pandemic in that over 2% of cases end in death as compared to an estimated 1.5% in 1918.
It is also easily transmitted.
People with the virus may remain symptom free for over 14 days, but during that time can infect other people.

She wants to draw federal dollars and subvert normal bid process for contracts. It’s a scheme to enrich themselves without the scrutiny generally required by law.

How do you know what the death rate will be in western nations, given the limited sample size in such places and that even in a 3rd worldish shithole it was only 2%?

I’m in Cali and I can tell you, if word gets out the homeless are spreading the infection, the large tent cities will be set ablaze by fed up locals trying to protect their families. Locals (productive people with homes) already deal with property crimes, harassment on the street, feces, and needles on the street.
