The Pentagon believes around 60k Russians have died.

The Ukrainian death toll is somewhere around 500k.

They have never been a large naval threat. The last time they had a feared naval fleet was in the early 1900's under Tsar Nicholas II and it turned out to be a paper tiger as the Japanese defeated it shortly before WW1.

If not for Peter the Great, Russia wouldn't have a Navy. He took a lot of steps to modernize Russia during his reign to bring them closer to the rest of Europe in terms of technology and culture. Before him, Russia had no Navy to speak of and had zero interest of creating one. They were a very isolated society at the time.

Heck, they were still burying people in cloth sacks before Peter went to Western Europe and discovered that the rest of the civilized world had been using wood coffins, even for paupers for quite some time. That is another reform he enacted as ruler.

They still see the navy as the least important of their services. It gets the lowest budgetary priority, and within the navy the surface fleet is second to the submarine force. And the surface fleet still hasn’t recovered from the damage of the 90s. Things are better for them, but still not good.

The war will teach them a lot about their defects, and force them to deal with it.
