Well, Rubio did not provide any information at all. So he technically can’t be lying if he isn’t actually saying anything.
What is a “US linked ship?” Is it a privately owned vessel carrying fuel to a U.S. port? Vessels have names. Events happen on specific days.
What exactly did Rubio allege?

They would have to be. Ukraine has not attacked any neighboring countries.
Here is what I suspect is going on. Trump is looking for someone else to blame for fuel supply problems caused by the events in the Middle East involving Iran and the Houthis. So he is going to try to blame Ukraine due to its attacks on Russian refineries. But Russia is not exporting diesel. Furthermore, Russia and anyone who would buy from Russia are under western sanctions. We are not relying on Russian fuel exports to feed the world market.
The fuel restrictions are due to Iran and its proxies. Iran is being actively assisted by Russia. Ukraine is not the issue.

I do somewhat suspect the Russian refineries has some to do with prices (but like you, I don't see how those dots connect). I am guessing it's the energy market reacting to any negative news. This is just my opinion.
But I know Iran is the primary driver for not only gas but diesel as well. Claiming Ukraine is the driver probably works for the general public but if you look at the dots .... you know what's really going on.

I think "US-linked" does need to be defined and probably should have been when he made these comments.

You are wrong (as usual). I personally like Rubio and consider him one of the few competent people in the Trump administration. But he also follows orders from the President.
Your issue here is that you know Rubio said something that should be easily verifiable. However, since there is no detail at all, there is no substance whatsoever. It is all pronouns. And you are trying your best to figure out a way to defend the administration about something where you cannot even figure out what you are defending, or what is being alleged.
Meanwhile everyone else in this thread is functioning in reality and asking the basic question, What is Rubio talking about?
