Rosenstein Asks Prosecutors to Help With Kavanaugh Papers in Unusual Request

I would say “swamp fighting back”, but all I’ve heard is that Kavanaugh IS the swamp. 
I has a confused.
Edit: could this have something to do with the lefts claim that Justice Kennedy and Trump supposedly had a deal to pick Kavanaugh if he retired? Maybe another pretext for another BS investigation?

I haven't fully kept up, but assue that Rosenstein / FBI still haven't fully produced files to the Senate. Serious question... why did Rosenstein say they couldn't / wouldn't do so? Part of me thinks he said something to the effect that they were understaffed and it was too much of a burden in some way. But I may be incorrect, so am asking here.
Obvious implication is that if he doesn't have manpower to follow through on that, then volunteering manpower for other work outside the scope of normal duties is revealing.
