Not a thing preventing it, and in fact it's rather conspicuous that they haven't done so already. And I'm guessing, as of this moment, that they don't actually care to hear from Bolton. They'd rather speculate as to what sort of earth shattering information he would drop IF he did so.

What sticks out even more is the fact that Schiff hasn't predicted with any specificity what game-changing information that Bolton would or could share. Which is a very large reason why he didn't convince enough Senators to vote for witnesses. And he knows that. Just simply couldn't and can't come up with anything at this point. It's a blatant invitation for a fishing expedition.

And incidentally, that will be the exact same reason why they won't convince the highest levels of the Judiciary to bypass executive privilege. No compelling reason to do so. It ain't simply a matter of asking.
