Reuters: Inside the Plot by Iran’s Soleimaini to Attack US Forces

It appeared to me not that the rockets were more sophisticated, but that the intel gathering leading to the targeting was more sophisticated.

Yeah, and in comparison to IEDs and other homemade terror weapons, it's a big step up. It also represents state-sponsored terrorism, as your average fundamentalist walking the streets of Baghdad can't get them.
