I use neem oil. And I have plenty of pollinators who visit my gardens.
What pests are invading your garden? TBH, I plant native plants so I don't really have many issues with pests. Occasional aphids, but I buy ladybugs and they take care of the aphids super fast.

cut off infested leaves as soon as you notice them, put them in a bag and throw them in the garbage.
you can also vacuum them up with a handheld vacuum but idk how effective that is.

The conspiracy was thinking only one political party has this ability and uses it to punish the opposing party.
The 1978 Environmental Modification Convention (ENMOD) prohibits the hostile use of weather modification in warfare, which is interesting. If the US could weaponize weather, I'm certain the government would regardless of any signed documents.
I'm not denying cloud seeding happens, but I wonder why it wasn't used to assist with the California wildfires. I don't know really anything about cloud seeding so maybe it can't be done very quickly?
