They determine what a lie is. If you do not recall something correctly, with no intention of purposefully misleading them, and they have evidence to the contrary, they can charge you with a 1001 count carrying five years. The discretion is theirs, fully exercised against your best interests if they think you have valuable info to give up on someone,
Then you have to hire a high priced lawyer, you are ostracized by your friends, you lose your job/clients/customers, your reputation is shot and must prove your innocence essentially.

Most people that have given testimony to the FBI, SCO or grand jury don't seem to have this problem.

According to law, 28 C.F.R. Section 600.4(a) authorizes Special Counsel Mueller to investigate and prosecute “federal crimes committed in the course of, and with intent to interfere with, the Special Counsel’s investigation, such as perjury, obstruction of justice, destruction of evidence, and intimidation of witnesses.”
Mueller apparently investigated whether Corsi had foreknowledge of WikiLeaks dumps of Clinton emails, and whether he passed that information on to Roger Stone. If Corsi materially lied he violated the law I just referenced.

I don’t want to play what-aboutism but the way the FBI handled the Hillary Clinton use of her server and subsequent lies as compared to the handling of this brings into question their motivations (whether they seek justice or political gain).

There are at least 60+ people that have given testimony, probably a bit a more than that. How many people have been charged for giving false statements to the Feds? Four?

Remember when Democrats distrusted the FBI and its excesses due to a history of systematically violating the rights of American citizens? Seriously, practice federal criminal law for a year or two, realize how easy it is for the Feds to indict someone for perjury for what would otherwise be an innocuous recollection and then come here and preach about that law and order bs. Seriously, the board's liberals would have you believe the people working for Mueller aren't tainted by the same prejudices every human being has. Their job is to get their target, regardless of how many lives they have to ruin or destroy to get their. Congrats on cheering on your fellow sociopaths.
