He should absolutely participate in debates.
As for the second question, the same reason that you'd still vote for Trump even if he didn't debate. Politics has sadly become an ideological team sport where we pull for our own regardless of how shitty or inept the product is.

I have no idea if Biden wants to skip debate or not and I don't care either way, but if you're looking for a rationale, it's pretty obvious.
Biden could make a purely political calculation that with Trump stepping on his own dick every couple of days, the upside of a good or neutral performance is lower than the downside of a bad one and he could further note that other than a norm, there is no mechanism to make him do this thing that every Presidential candidate does. He could conclude that when push comes to shove he won't get punished for it. It's the same calculation Trump made with hiding his taxes. And indeed if Biden does skip the debate, he'll probably use that as an excuse.

Fox is reporting that Biden camp has agreed to the debate but that Trump hasn't. Why is there so much talk about Biden not wanting to debate?

1. In your opinion, what is it about Biden's platform/policies that makes him a viable candidate?
2. Do democratic voters generally care about Biden's mental state?

Biden should debate. Unequivocally, I don't think there's any valid reason to be put forth why it can't happen. I also think the "skipping debates" story is largely manufactured.
That said, Trump and the RNC going virtual on the GOP convention, and even closing it to both the press and the majority of delegates, is just giving Biden and the DNC more and more wiggle room to claim logistics issues/COVID-related issues. If you can't have a handful of reporters at the convention, even just the AP and the Reuters reps, you're playing into the idea that a debate is unworkable.

If you can show me where it is required a candidate debate, it might have an impact. Oh wait, that is all I heard from pubs in the last governor’s race in Alabama. She won with 60% of the vote anyway.
But yes, I want to see at least a couple of debates. It helps that trump is not someone to fear as a debator as he also struggles with coherent thought.
