Who remembers Jimmy Carter's zero based budget? You started at zero and had to justify everything you budgeted. It was impossible with the small company I worked for that adopted it when Jimmy proposed it. If we couldn't do, how do you justify every dollar you request with a federal budget? Good idea if it was at all possible but it would take you 10 years just to do one year's budget.

Actually it was Will Rogers on Hubert Hoover. I’m not aware of any republicans using it ever other than a laugh moment. It’s a throwaway democrat gotcha ( they think anyways)

What do you think about the GAO? IMO it's toothless, largely ignored, and probably not as non-partisan as it should be. I think the GOP should work on making it actually a mechanism for accountability and fiscal sanity

It’s a pretty amazing position the anti Citizens United crowd seems to hold. Apparently, despite the first amendment protecting both the right to speech and the right to assemble, the intersection of those two rights is unconstitutional

I think that broadening of the understanding of 1A free speech undermines the principle of one vote per individual which should be more salient in determining our ability to participate in gov't.
And worst of all, if you ban assembled groups from participating in political activity... you've essentially banned smaller people banding together into bigger groups in the political arena. All you'll have left are the big players, with not even a chance of opposition from smaller groups.
