They extrapolate the flight-level winds that they record and turn it into a ground level sustained wind. They also drop instruments into the storm to measure low-level pressure and winds. When they say 140 mph hurricane they mean 140 mph sustained winds at the surface.

It looked like the storm was decaying some upon landfall. It didn’t look as impressive as it did earlier in the day over water. It was probably 140 mph when it was over water because it looked very impressive earlier in the day. But it probably weakened leading up to landfall and they didn’t account for it. Friction plays a big part in it too. Little friction over water means faster surface winds. The land can be like hitting the brakes for the wind as it comes in off water. It’s not enough for the discrepancy but it plays some of a role.

So it fell apart very quickly upon landfall
How was the NHC supposed to predict it breaking down so quickly?
That has happened to storms in the past so it's not uncommon. Not all storms can hold together like Laura and still be a hurricane 180 miles in all the way to Shreveport

Something still isn't right though. 140mph SUSTAINED to 90mph GUSTS is one of the oddest things I've ever seen with hurricanes. And they missed badly on the path inland. It's possibly 150 miles off to the east.

The 140 was taken well out over water. The 90mph reading was taken over land.
