Not really sure how a federal law can hinder State police from doing no knock searches considering SCOTUS has said they are constitutional given proper justification. Then you’ll see the feds just ask the state to do it and then pick up the case.
There is that whole 10th amendment thing. The states has broad police powers only subject to the constitution, which is interpreted by SCOTUS, not the federal legislature.
Only way to “effectively end” no knock warrants in this country is to have SCOTUS find them unconstitutional.

Actually, Dan Bongino, an ex New York cop said a few days ago, they are needed in certain circumstances. When a known felon is in an apartment or house and believed to be armed, it’s dangerous to their lives to first announce their presence.

I'm aware. And not necessarily against. I do represent the bad guys. Well, they're not all bad. But some....some won't be going down without a pretty viscous fight, most especially if they have a few felonies on their record and know this new one likely means 40, 50, 60 years or more.

Hmm. I’ll have to put some more thought into this one. It’s the qualified part that maybe could be tightened up some. Not sure exactly how you would do that without effectively drying up the pool for potential LEOs.

Agree with this with a caveat. The officer must be shown to be operating outside of standard policies and protocol and training. If they were operating as trained and in accordance with policy then both the individual and the department should be on the hook.

This. And when it's complete Trump can hit the campaign trail illustrating how he reversed the ridiculous cause championed by Joe Biden. Not that he needs any trouble sinking Bowden's campaign, but that would do it for sure.
I'm still in favor of mandating that police cannot turn off their body cams while dealing with the public.
