And I think Brennan also abused his office in developing the Trump investigation. I think it was done under false pretenses and done for political reasons.

He's talking about a specific instance in which he was present for an order detrimental to an established intelligence agent, which was clearly intentionally ignored.
Call it what you want, progressives love to dart around language and use it as a shield. But it's an act of clear disregard for the orders of the chief elected executive of the United States by an agency which is expressly accountable to him.

If there's no "deep state" then why was Brennan's clearance not revoked when it was so ordered by the ultimate authority on who gets to have clearance and who does not?

The term was popularized by leftist Glenn Greenwald to describe countries like Egypt and Turkey that had permanent political power outside of any kind of civil control. To suggest there isn't a permanent class of lobbyists, defense contractors and bureaucrats who benefit regardless of which party is in power is to feign reality.
