Conscripts cant fight outside Russian territory.
All he'd have to do to justify using conscripts anywhere is to issue a proclamation that the territory those troops are being deployed to is now Russian territory.
That's exactly what he did with the territory in eastern Ukraine that he sent conscripts into.
I'm reminded of what I was told by a Russian when I worked in Moscow, "Our strict Russian laws are made tolerable only by the fact that no one obeys them."

Maybe, as the leader of his country, he sees Europe moving to stack the deck against Russia. Putin is on a roll. In similar news, a top German general officer is calling for conscription of 100,000 Germans to defend Germany against an increasingly bellicose Russia. It's good the Germans who have a history of a strong military, are starting the process of strengthening their and perhaps western Europe's defense.

In 2008 when Putin sent troops into western Georgia I posted on this board, "Ukraine is next." And it was.
The reason I listed those three countries as potential takeover targets by Putin is
1) all three are former Soviet republics,
2) all three have significant ethnic Russian populations (which Putin likes to use to justify invading a country),
3) none of those countries belong to NATO,
4) and all three provide a strategic reason for being subjugated by Russia.
Moldova has a huge underground (meaning nuclear bomb proof) military base left over from USSR days which I was given a tour of when I worked in Moldova, along with being on the border of a NATO member (Romania), Azerbaijan has oil and gas reserves, and Georgia provides a southern/western naval base on the Black Sea and borders NATO member Turkey.
Note, none of those reasons/facts above were AI generated. They were all based on my personal experiences and personal knowledge.
I realize that concept is foreign to you since all of your opinions come from copying and pasting X posts or using free AI software.

And you're only partially correct.
Putin has outlawed many Christian sects, even to the point of arresting worshipers during a service. That includes Mormons, Seven Day Adventists and Jehovah's Witnesses. While Catholicism is not illegal in Russia, it is suppressed.
His political partnership with the Russian Orthodox Church adds legitimacy to his rule amongst the Russian serfs.
The Russian government coat of arms features a two-headed eagle which symbolizes the Russian government and the Russian Orthodox Church. One talon holds the scepter of government and the other holds the orb of the church.
