Putin said it over and over... stop the NATO talk, or I will take Ukraine.
Pretty simple to follow, actually.
Funny thing for old Vlad: in early 2022 Russia shared ~750 miles of border with NATO and now it shares over 1500 miles of border with NATO... and he still barely has his foot in the door with Ukraine. To top it off his citizens can't get their Chinese ball gags and dildos from Wildberries (Russian Amazon) anymore.

You can't be serious. The Russian army has been gutted by the war in Ukraine. The Russian Air Force has been unable to establish air superiority over Ukraine in 4 years of war. The Russian Navy has been savaged by a country with no navy. If Russia didn't have a decent-sized submarine fleet, they wouldn't have a navy at all.

Only card he has left to play is to pull the West down with him. When they get pushed back he threatens nuclear war in an effort to get better terms. Going to get a lot uglier.

Ukraine would love for Putin to “gather” ships together. That’s just target practice for a swarm of drones.

Part of the reason they are in the Baltic is that he can't keep them in the Black Sea or the Sea of Azov anymore, lest they spring a massive leak and join the submarine fleet as so much of his navy has.

The Black Sea fleet has been locked inside of the Black Sea since they invaded Ukraine, which is why they've been such excellent target practice. Turkey owns the Dardenelles and they close them to countries in a state of war.
Interesting fact. Sevastapol in Crimea has been their headquarters since the 1600s, but they had to move their ships to Novorossiysk to escape the drones. They aren't even safe there anymore.
The United States has to catch up fast in drone warfare, or else our huge navy will become nothing more than expensive target practice in a war with China.
