It absolutely isn't.
The implication is a woman has at least a modicum of control in determining whether or not she will be a victim of partner violence. It is never okay, it is never acceptable... but it is far different than stranger violence, over which no one sees coming or has control over.
Maybe YOU are at more risk of violence from YOUR mate than you are a stranger on a train but I can guarantee you that I am most certainly not.
