a) countering and then not doing it to stop her ploy to stop the complaining about unfairness. (countering her stalling by stalling)

b) he hasn't spoke to lawyers and he will really do this as he really thinks they will move on to their actual jobs

c) Pelosi knows she has nothing and wants an out to favor the moderates so this is a cease fire with the I word always there....
