"Belongs" to the client, can be invoked by both, can only be waived by the client.
An attorney doing something in an attempt to "waive" privilege isn't doing anything of the sort; they are simply breaching their duty of confidentiality.
And while I appreciate that laymen use privilege and confidentiality interchangeably, they aren't technically the same thing.
