"Loophole", in tax terms, means "A way to avoid taxes intended for one small group which becomes a HUGE group once enough accountants and tax attorneys figure out it exists."
Want to get rid of loopholes? Do a flat tax
Taxes don't have to be complicated.
Mississippi's state tax form could literally be a postcard because there is such minimal information on it.
Louisiana's is so complicated that the media used to joke that it was a combination tax return / LEAP exam.

And the problem being that they are completely misusing the term intentionally.
"Evading taxes" is an actual crime in which you don't report income received by falsifying your income.
"Avoiding taxes" is taking advantage of various credits to majorly lower your taxes to where you aren't paying your actual tax-table tax for your income.
One is a crime. One is being smart.

This president is legitimately suffering from severe mental degradation and his loony handlers are not helping either. I would rather believe that Biden is the actual person sending those tweets rather than one of his aides, if it’s not Biden tweeting then it makes sense why this administration is in complete dumpster fire mode.

Someone would sue him for false allegation. Unless they are violating a specifically defined law then they are not 'evading' taxes.
The solution to this is simple - if you find someone evading taxes, then arrest them. Otherwise shut you stupid mouth.
And also = IF you are going to base your entire plan on 'pay their fair share' then DEFINE what is fair. If you cannot do that - shut your stupid mouth.
There is a place to address this - congress, specifically the House of Representatives. Tell them to make the laws they want and then quit complaining that their laws are 'unfair.'
This has ground my gears for the past 40 years.

Alas, this ain't 1980. Almost every meaningful "loophole" is dead.
That's how we USED to tax. We'd set the top rate at something absurd, but then, there were 100 different ways to avoid it. That's why you should laugh at anyone who says to you, "but the top rate in XYZ year used to be......" when justifying why it should be that high now.

I think the tweet is referring to a Treasury Department statement that claims $160 billion in taxes is being evaded because taxpayers are underreporting income by using vehicles like partnerships and S-corps, and that there aren't enough IRS agents to audit all the returns that have this underreported income.
In other words, if you have W2 income, this is directly reported to the IRS and it is easy to audit this income, but if you report say rental income from a partnership, the IRS doesn't have an easy way to verify this. There was a study (behind a paywall) that claims billions are lost each year because taxpayers underreport this income and the IRS doesn't have the manpower to audit these returns.
This is the justification for going after banking records, and increasing the budget of the IRS by $80 billion.
