Something is off with the scale of that pic. Either that memorial is really big or those rugs are tiny bird rugs.

In predominately Muslim countries, they do not do this at all. The only time they pray publicly in this manner is in non muslim countries and in places that are not a typical place of worship.
It's a bullying technique that is part of trying to dominate a local populace and force them to accept Islam. This is one of the very first steps of many of trying to impose their will and to spread Islam.
