Did law enforcement do a toxicology report on the driver?
I know the police officer got tested as soon as he walked into the station.

To answer your question, yes if a person you described was obstructing the apprehension of a dangerous criminal, an officer might not choose to be so cordial.
We should presume ICE was on site for a reason.
