Did the 21 year old that was arrested also have a gun? I ask because it seems possible that he told the kid something along the lines of, "here take this a get rid of it."

Did I miss something here? Do cops have a special set of eyeglasses that immediately scrolls a persons age, history, and mental capacity while they are in a foot chase with someone known to be just be involved in a shooting?

The media and politicians are trying to treat the symptom. We must get to the root cause. Bad parenting, 13 year old kids with guns, out at 2:30 on a school night. Fix those issues and these incidents will vastly decrease.
If you listen to the civil rights talking heads, his parents and other apologists they try to portray this kid as one playing with legos and riding big wheels. Obviously that's patently false.

Common tactic. Give it to the kid under the assumption he won't be punished as harshly or the police might not pursue as zealously.

Gang life is a blight. Kid's probably been groomed from a young age to become a gangster. It's a hard trap to escape.
