Please understand we have way more than they do.

People seem to be more anxious, worried about the terror war spilling over into this country. Please know the USA has far more highly trained combatants, that can respond when called upon, in countries all over the world. These specialized groups are and have been in place for quite some time.
Americans are also armed. Please do not worry. We are going to be fine.

Just look at law enforcement these days.
They don’t give a shite about you or your property.
The good soldiers you know can only get organized at a small level.
They cannot get all the good guys in the right places because current leadership will not let them.
It’s fool hardy to think otherwise with the recent past.

In asymetric warfare using surprise/guerilla tactics one a-hole with a half-assed plan can cause all kinds of mayhem. The numbers don't have to be close to even. Less than 1000 jihadists in, say, 20 major cities could bring everything to a halt.

What does it matter when states aren’t permitted to utilize them?

Maybe. but it's a roll of the dice as to whether these groups will encourage, fund, and participate in terror against the US and her citizens OR will they investigate, infiltrate, and prevent terror like they're supposed to?

Correct, and all you need to know is with all of these good guys in place, why did our federal government allow the bad guys in the first place? If you can answer that question, you can answer whatever riddle the OP is trying to ask himself.
