Bouchard formed the company in 2016 before Trump won the presidency. The site selection and announcement of the plant were made prior to the tariffs. The tariffs will improve the economics of the plant, however, they aren't the reason for the plant.

No. Companies are formed, billion dollar investments made, state subsidies/investments and tax incentives provided and ground broken on aluminium plants with in months of a tariff announcement.

are you suggesting that the electricity will no longer be there? Because the costs are via long term contract, as with any plant or factory.
Some plants have such good contracts that they end up selling some of their cheaper electricity to other plants or factories and making even more profit.
I've worked with chemical plants who were negotiating the sales of their contract electricity and natural gas to other plants. When the chemical profit margins were down, in this case ammonium nitrate, they made more money by selling natural gas futures and not making fertilizer

1800 temporary construction jobs and somewhere between 5 or 6 hundred permanent jobs is a nice economic boon to a small area in eastern KY

Most of the construction labor will likely come from out of state though
