Bullet drop - Maybe he was aiming for the head ended up hitting the neck.
This is the answer. Likely a novice that zeroed at 50m on a flat surface. At +200m if it was a 5.56 (which is what it sounded like) the drop would be 5 to 6 inches at 200m.

My ballistics calculator using environmental from the college says -4.1” drop at 200 yards so, damn close. Or he slapped the trigger. Depends on training.

I'm hoping it wasn't an AK because that will set the lefty howler monkeys off all over again, but it probably was judging by the sound.

Well it was pretty effective. I doubt he ever even regained consciousness

The feds will know who did this.
- Every cell phone withIn miles of the location is ID'ed and logged.
- with all the cameras filming, every video will be put through algorithms and every face will be identified.
With a high enough priority put on it, they will know who did it. Whether he ever sees his trial, who knows. He might just end up in a swamp somewhere.

This seems like a lot of wishful thinking

You don't catch someone in the carotid from 200 yards out unless you've got EXTENSIVE training as a sniper.
A 200 yard shot with a scoped bolt-action isn't difficult at all. I was hitting heart shots on deer from that range with an off-the-shelf .243 with mediocre glass at 12 years old. I may be proven wrong eventually, but it looks to me like a missed head shot either because Charlie moved or the shooter just pulled the shot. I remember people thinking that the "DC Sniper" was some kind of badass, but it was just some former Army guy (not a sniper) and his slapdick sidekick, Lee Boyd Malvo who was 17 at the time with no formal firearms training. Murdering someone from an atypical longer range doesn't mean that someone is a professional assassin.

The shooter is an assassin by definition. If he was hired, I'd say professional fits as well.
Whoever would want to hire someone for this wouldn't need to find a Chris Kyle type, especially at that distance. At the very least I'd say the shooter had a fair amount of hunting or range experience.

Should we go over Biden’s brilliant appointments?

It doesn't take that much training or range experience. Like I said, I was making shots of similar difficulty at 12 years old with mediocre equipment by 1985 standards. While it may have been a pro, it wouldn't have necessarily taken a pro. What will be more likely to determine the degree of professionalism isn't the shot itself, but the shooter's ability to evade detection and identification after the fact. If no clues were left, THEN we might be dealing with a pro.

Agreed. I'd be surprised if he maintained consciousness past 5 seconds. At least being fully lucid.
