That's partly Lebanon's issue. Portions of it have been occupied by the Syrians for 29 years and Israel for 18 years. It's too weak to do disarm Hezbollah (who is the only militia who was able to keep their weaponry after the civil war) and is still subject to the machinations of foreign powers.

In other words, it is a failed state. Maybe the best thing for failed states is to stop propping them up and allow a change of management.

It really only appears to be a quote from one soldier, though the article tries to imply multiple. CBS is not known for their honest journalism.
