I think most people using reason and good faith can drawing a line for all the different situations.
For example, can we agree not ok to kill someone if they are threatening to break my pinky?
Is ok to kill someone to stop them from raping me?
Is it ok to kill someone for not providing a drivers license? Is it ok to kill someone passed out driving in a moving car? Is it ok to kill someone fleeing an arrest? It is ok to kill someone fleeing an arrest and whether or not i shoot them will make no difference to my own safety?

The officer exited, drew his gun, and ordered Janiczek to stop; Janiczek accelerated at him, prompting 5 shots through the windshield (grazing Janiczek’s head).
Janiczek struck the officer down, then circled back to run him over three more times as he applied a tourniquet to severe leg injuries.
Janiczek fled, hit another police vehicle head-on (injuring a second officer), and was arrested.
Charged with two counts attempted murder of LEO, four aggravated assaults, fleeing/eluding; held without bail.

Except he didn't shoot when he was about to be hit. He murdered her after the car may have grazed him. There is still nothing showing he was hit. Even this video, he makes no sounds like he was actually hit or in danger. He is just some stupid trigger happy agent who wanted to kill someone and did so. And sadly the right is all celebrating the murdering of a US citizen by masked agents because he is on their "team". It is sad and pathetic.
