So, get back hack software after the hackers HAVE it and can reverse engineer etc etc....

bullshite. If NSA thinks they were going to "get it back" they are fricking retarded. You don't get digital information "back." Once it's out there, it's out there forever. Even if someone did "give it back" there's literally no way to know they didn't make a gazillion copies. Literally, if anyone at NSA thought this, please fire them now because I don't want people that stupid working in national security.
