It's the low hanging fruit they will eventually evolve into justifying all rape. Kinda like Sweden did years ago when they minimized rape as just cultural differences when a Muslim did the raping. They basically implied that it was okay for third worlders to rape women because they were only trying to fulfill a biological need, and didn't know that it was illegal.
