I've not heard that as a committee rule, but he had the votes to bypass the rule anyway... no Democrats were present.
Basically they showed up, Graham talked for about 10 minutes, they voted, some of the Republicans spoke for 5 or so minutes, they adjourned and went home. Lasted all of about an hour and 15 minutes.

They held a prior meeting on 10/15 and a motion was made then to hold a vote even if no Dems appeared. It passed 12-10 (which of course means the vote was on party lines).
It would have looked better for the Biden campaign if Heels Up would have arrived and voted no, at least she could give the appearance she is doing her job.
