Um, uh, hmm, a mononym is uh one word. No Name Given....is three words.
Second, yes to have a license without your legal name is fraud. Cher, Madonna, and others have a legal mononym. Unless he has legally registered his name as No Name Given, it is fraud.

I believe the DOT and FBI are working on this.
1000s of Indian truck drivers dont simply show up in the US knowing they will be able to get a CDL. There has to be some sort of link between migrating these folks and the DMV offices in certain states, and these drivers have to give some kickback, ie like "truck driver coyotes".

Please explain to me how that is an identifying document, without a name?
Whether it is legal or not will be up to the state courts to decide. But law, and reality sometimes don't coincide with each other.
Reality is, that is not a full identifying document. Hence. Fake. Whether it really was issued by the city/state DMV or not.

Trinidad, that's the problem with text, it leaves a person's writing to the interpretation of the reader.
If anything, the only thing that gets to me about this, is that it's something courts are going to have to decide.
Aside from that, my father was a trucker, my brother is a trucker, and a couple of my friends are OTRs. How something like this gets through checkpoints, much less onto an airplane, is, agreed... Ridiculous.
I can clearly see other trucks backed up behind somebody with this at a weigh station or checkpoint if the officials decide to be diligent.
But yeah, I'm not worked up.

likely a process issue where the value for given name couldn't be empty so it just says "no name given".

How do you know what the guy's legal name is? Seems like you're just doubling down because it surprises people that having a single name is legal.
