This sounds a lot like the Unite the Right rally in Virginia in 2017, where local and state police were told not to interfere when the lefty groups started attacking. At one point they even opened a path where the left groups could attack but the right groups had no path to retreat. Virginia authorities were sending a message.

Those officers who were at the Uvaldi school shooting are having a bit of a issue with not doing their jobs so google may need to rethink that answer
