Sure, but there are more valid and legal ways of engaging in a military response that don't involve 1984 language destruction to trigger WOT-era laws we all once agreed were bad laws. That's the whole point. The issue is these ways would require more public debate/support and would remove both the unilateral power and create oversight.
....which should be extremely scary for any freedom-loving Americans.
