I haven't read the bill or the entire article, but this isolated commented seems pretty reasonable to me...

We need to end all genital mutilation. Especially fgm but including circumcision. Especially the creepy baby penis sucking kind.

Not all genital mutilation is equal. It's fine if you don't think male circumcision is good or necessary but it provides not detrimental effects of the recipient, therefore it should be allowed based on the preference of the parents.

FGM, on the other hand, creates pain and discomfort for the girl her entire life.

So if coming from a place where beating my kids is ok and then I beat my kid so bad that he might die ... it's ok if I don't take him the hospital because I don't want to go to jail?

Why just females? This seems to be the rare case of a law that is sexist against males. Shouldn't boys have their genitals protected from mutilation as well?

You are correct that female genital mutilation has more severe consequences, but that fact alone does not mean male genital mutilation should be legal.

Intent is important here. The intent of FGM is purely to remove the ability to derive pleasure from sex. The intent of circumcision is sanitary (whether you agree or not) and not to remove sexual pleasure from men.
