Isn't Miami majority minority? I seem to remember hearing that it has only like a 5% non-hispanic White population.

Which is why I said this problem has been a long time in the making and has created a couple of generations of people who only know how to live by receiving government handouts.
And that's why there is no way to fix it without major upheaval, millions of people literally have no ability to support themselves and don't have any concept of what it takes to support themselves without the government giving them money.
In the meantime, their population continues to grow and their kids learn how to survive on and game the system. It's a cycle that can't be broken at this point.
