It wouldn't happen either with adequate ROE. Parade a few of them around on TV having been captured on US soil, having been properly interrogated as to why they are where they should not be and that alone should be enough to discourage some of it.
The next time send them back in body bags. There have been instances of some having been seen MILES on our side of the border and nothing was done. You know why.

There is a 100% chance that this was an intentional act probing the border to see what the cartels could get away with. There is also a 100% chance that because of this shite that illegal substances will find their way into America and some Mexican drug kingpins will be greatly enriched.
