I would think a very difficult part of resealing a pool with a liquid sealer, is that the underlying concrete/plaster needs to be very dry. With the rain they've had in the past few months on the East coast, that didn't make that easy. Not to mention its freaking bowl.

I would think the whole thing needs a do-over. Anytime a contractor hopes to come and just patch up a frickup, he's looking for an easy way out. In the long-run, its best for a full do-over.

14milly doesn't seem like too much for a job that big ...maybe too low. Get what you pay for.

I don't know if you're implying the slightly darker color is the cause of the algae but I assure you, that pool is going to be a boiling pot in the summer no matter the color. And as soon as it starts to grow, it forms a layer on the bottom and clouds the water and blocks the sun anyway which makes the paint color a moot point.
They need to fill it with duckweed and lilypads. Call it the "reflecting pond". Would be a lot more environmentally friendly than filling it with chemicals trying to keep it "pretty".
