A simpler solution, make having a bank account mandatory vs check-to-cash route. If a mechanism could be put in place to stem the cash flow out of the US, it might “help” a bit.
Would be a speed bump at least.

Civil, Mechanical, Industrial, Electrical...basically every construction industry outside of residential requires e-verify for hiring. But, i'm just a guy that "knows nothing" about the construction industry.

That shouldn't even be a possibility. They're not citizens. They're criminals. If you catch them the only welfare should be the military transport to some jungle they get dropped off in.
