Definitely less...if OPEC actually responds, which when considering the current price, they didn’t do last time.

Lack of investment in finding new reserves will drive the price up in the next 2-3 years. There is nothing the President can do to stop this.

And he's not wrong. If it was not for the US having such a heavy presence there, the vast majority of the region would collapse into war quickly.

No it won’t. If that is even a plausible hypothesis the fallout would be a decade plus. Prices will actually trend lower when the Permian pipeline constraints are resolved.
