Lack of investment in finding new reserves will drive the price up in the next 2-3 years. There is nothing the President can do to stop this.

No it won’t. If that is even a plausible hypothesis the fallout would be a decade plus. Prices will actually trend lower when the Permian pipeline constraints are resolved.
