Besides the photo showing his hand on her back and her having a huge smile, the story doesn't make any sense. Even if Franken was a perv, why would he go out of his way in front of a camera man and a bunch of witnesses to touch the side of a breast of a soldier in a medical ward?
And touching the side of a breast isn't "cupping".

Because that's what these people do. They have zero respect for their victims and use their status as celebrities, executives, politicians, etc to take advantage of other people. Hell, if Terry Crews can be assaulted in a public place, then some army girl in a medical ward can be too.
