Whenever I go, there are times I feel like I'm rolling around in the 60's. Especially in Burbank and Pasadena.

70's would be considered modern in description.
In terms of L.A. City the areas the OP described seemed to have improved. El Segundo, Venice and even Maria Del Rey areas were shitty 20 years ago. However, Redondo near Palos Verdes is still pretty nice.

I've only been once, about 15 years ago. The only thing that jumped out at me
Traffic was absolutely terrible. Like anywhere you went, any time of day, bad traffic. Could be 2 am and there was traffic.
Weirdos everywhere. You see non conventional looking people everywhere occasionally, but in LA they were noticably everywhere and often times the majority.

I travel to LA several times a year and while the OP is correct in most aspects, LA is your typical large city, 1 million+ residents, in America. You have shithole parts and nice parts.
As far as the aging architecture...that is because the cost of building anything in LA has gone through the roof due to permitting and regulations. Actual cost of construction notwithstanding.
That is why you still see many homes that have not changed externally since the 60s and 70s....the exorbitant cost. Many have been updated many times over on the inside...where it can't be seen.
The problem in LA actually is the shitty people who reside there.

L.A is nasty. The Beverly hills area is nice. Burbank wasn't bad. I really enjoyed Santa Monica. We stayed about 100 yards from the pier, and had a rental car company in the hotel.

You stopped at the worst beach you could have stopped at. There is a water reclamation plant not far and the surfers call that area "shite pipe" because of the plant and treated water dumping into the ocean.
Go further south in the South Bay and the beach is beautiful
FYI, it seems you are in the downtown area, and I agree with you that downtown LA is gross and very overrated. When I lived there and people came to visit, I dreaded them all wanting to see the Hollywood sign or the Walk of Fame, etc., because I knew how gross it was. But there are a lot of other cities making up the metro, and they range from more shitholes to breathtaking.
I lived in Hermosa Beach and it was a great experience. I never really had to leave my beachtown bubble so I was able to avoid the trashy areas.
In short, LA is like any other metro. It has shitholes and it has nice areas but it is different in the fact that it offers way more outdoor activities than most. You can snow ski and surf in the same day. I can't think of many areas that offer such a range.
Its really a shame that Dems ruined the city, though.

That's really only happening in Venice
The other beach towns, full of wealthy white liberal women, all have laws and "escort" the homeless to other areas of L.A. despite the compassion of the liberal white women, they seem not to want the homeless in their wealthy areas.
I saw it first hand when I lived in Hermosa. The cops wouldn't arrest the homeless but they would put them in the car and drive them out of the city.

People like to fuss about the rental shuttle at MSY have never experienced the LAX rental car nightmare. I got stuck 6 hours with reservation there once when they "ran out" of cars and workers.

Yea they slip by from time to time but I promise you I saw them get escorted out of town many times
