I don't know if she had a POA or not. I'm sure she had a stamp and just initialed that she stamped it. I don't know what the rules are for that in government.

The signatures with the assistant with initials "D.A." were from around 1998-2000, which just happens to be the year (1998) when Mrs. Nelson got divorced and Roy Moore was the presiding Judge. So she had his "stamped" signature and the assistant's initials on her divorce decree.
The clerk/assistant was assuredly using a signature stamper something like this:
I'm assuming then that Mrs. Nelson went and had a new signature stamper made recently using her divorce decree as the photo template, and made a stamper with just "Moore D.A." on it. Then stamped that next to the "RAY" yearbook note, and then scribbled in the date again and "Olde Hickory House".

i've been practicing law for 16 years and have worked in law firms for an additional 6 or 7. This is such common practice that it is shocking anyone thought the D.A. was some title. lololol. It's almost the best defense against forgery though--no one could possible be THAT dumb. But alas, we have people on this very site trying to defend it.

You know, Mitch went too far with this scandal. He was doing fine and had Roy on the ropes until he brought Grandstanding Gloria into the mix. Now the entire Mitch McConnell Roy Moore smear campaign has lost all credibility. Mitch overplayed his hand.

They didn't copy THAT exact signature, you nimrod.
This was an example of a different document from some other unrelated situation.
They didn't show her exact divorce decree.
