That’s the most likely explanation.
The other possible explanation is that the release was accidental, but that it was Fauci who illegally funded it and he wanted to cover it up to save from the embarrassment and/or jail time.

I would think that Fauci would need a lot of help to cover up if his actions accidental. This was a planned event and I believe the problem will hit again soon
