I find it odd that she got caught copying that data, illegally, and then no one said "hey, let's take a look at that"
It was literally published online after it was stolen.
Nothing illegal was found. That's how they linked the breach and leak to Peters in the first place.

This exigency that Lindell's agents manipulated Peters into believing simply did not exist. The files were never under threat of being deleted, nor were they ever deleted. They were retained within the laws of Colorado.

She didn't "Shop" it. She permitted an unauthorized third party (Conan Hayes) to access the data (by using another person's ID without permission) AFTER turning off the cameras that covered this area.
That third party gave it to ANOTHER third party (Ron Watkins) who was associated with Mike Lindell, who likely ran this op to manipulate Peters.

Yeah I said all of these examples are Congress and it would be harder for the Executive to do anything
Anything the Executive does would ultimately be based in a Congressional statute, as the Executive has very little authority outside of what Congress gives it.

More interesting. The pardon is irrelevant, and won't effect her Colorado sentence. That's a dead end.
As for protecting her as a federal witness, I doubt there's any precedent one way or the other. I wish Trump had started with that.
They would have to make a strong showing that Peters is truly in danger under Colorado's custody.
