They are sending all the signals that a general mobilization is coming.

It does appear that they are preparing for a mobilization.
I repeat my earlier comment on it. Calling a mobilization is one thing. Executing it is an entirely different thing. They still have to onboard, equip, train, transport, and deploy these troops. None of which Russia has demonstrated any competence in doing at much smaller scale during this war.
Then once you get them to the front, you have to keep them supplied until they can be gotten rid of in a meat wave assault.

Don’t see any reason why a general mobilization wouldn’t increase the number of Russian infantrymen at the front by a significant percentage. Conservatively in a general mobilization say 300,000 additional troops or an 40%+ increase. Huge problem for Ukraine. Don’t even understand what the counter argument to this would be other than they would all die or not have shoes or run out of gas on the way to the front which is just clown magical thinking.

They've said this before, several times. Without having declared a war, they cannot be sent to the front. They can force those already in Russia's version of National Guard to sign a contract to go to the front.

Peskov has said a lot of things over the last several years which did not come to pass. Much of what he says is for the consumption of SUCKERS in the West.

I agree. There should be a measurable difference. The big questions are how soon, how many they intend to draft, and how well will they be trained. After that how well will they be armed and supported.
There’s no argument that it would present s problem to Ukraine. Now how big of a problem remains to be seen.
After four plus years of war Ukraine has proven to be very resourceful.

This is a valid question. Equipping won't be an issue I would assume because they have expanded their military industry substantially since the war broke out. I'm not sure what deployment looks like. Flooding the zone with bodies isn't going to do much in most areas and large groups of troops are a target for strikes. Training centers will likely be hit. I don't really believe it's a "can they or can't they?" Question more than it is "how can they effectively do it where it would make an actual difference and minimize mass casualty events?" One.

They haven't been doing meat waves for a while now (debatably not at all in this conflict) but that many fresh bodies puts it back on the table.

They will likely declare it an official war using the strikes in Moscow as justification. Or just ignore their rules because in Russia they don't really matter anyway.

Russia is supposed to be part of that increase. The problem is all the ships loaded which were blocked in for well over a month. They are not empty yet to refill
