Russia being able to hold joint exercises with Belarus doesn’t really support the statements on here that Russia is running out of men and equipment.

I completely approve of Ukraine hitting Russia's cash flow just like I fully approved of Ukraine's tractors towing abandoned Russian armor. Three years of normal wear and tear have added up to allow simple hits shut units down. Most process units have duplicate pumps and compressors if one needs repair. It's difficult to have a spare not already being used at this point. It's far more difficult to repair things on the fly if they are also being hit.
While not a refinery, Dow's methylcellulose unit at Plaquemine, LA often ran for several years beyond scheduled turnarounds and repaired on the fly due it was such a cash cow for Dow and outperforming similar units in Midland, MI and Germany. Methylcellulose is used as a flour replacement in "lite bread" and as a binder in pills, also as a thickener in shampoo and body lotions among other uses.

It referred to how entire plants can be repaired on the fly. The methylcellulose process is stainless steel. There are chlorides in the process and chlorides cause cracking in stainless. It's a very high maintenance process unit.

Sure, it does. If the Russians send junk equipment and untrained me to sit around while running through garbage maneuvers then it absolutely shows their shortcomings.
I'd pay big money to get eyes on that 'exercise'......
