Comey and the FBI did try to run the clock out on it hoping they could get past the election. They allowed more than 4 months to pass before securing a warrant on evidence the had in their possession and if not for FBI whistleblowers running to members of Congress and subtle threats by members of the NYPD they would have gotten away with it.

NYPD had custody of Weiner's laptop and they alerted the media it had 600,000 emails on it, a good portion of which were Hillary's.
The FBI had only received 30,000 of Hillary's emails (because she and her attorney's deleted 33,000 others). This means the NYPD was likely in possession of ALL Hillary's emails, including the one's she deleted, which we all know damn well had a whole bunch of incriminating shite in them from the Clinton Foundation, plus probably a shite-ton of classified emails too.
Comey had already cleared her with his bullshite about "no intent" and only "extreme carelessness".
He would have had gobs of egg on his face if the NYPD released the news that emails she deleted were full of CF dirt and a bunch of classified ones. That would have been overwhelmingly clear obstruction on her part for deleting and trying to hide criminal activities.
So the ONLY WAY for Comey and his team to seize the laptop from the NYPD was to re-open the investigation. Otherwise, there's no legal basis for the FBI to claim jurisdiction over it.
So Comey re-opens the investigation, seizes the laptop from the NYPD, then they twiddle their thumbs for 48, claim they used "some program" (which to this day nobody knows what that was, including other FBI officials) to somehow search all 600,000 emails (search for what, nobody knows either), and then they declared nothing was found but duplicates and they re-closed the investigation.
So to answer your question, it was so they could get the laptop and cover up any illegalities and dirt that were in it that would have harmed Hillary.

This, apparently the NYPD was threatening to go public with it if the FBI did not do something.
Also read where "by the book Lynch" told the NYPD that the FBI would use the case of that fella dying while in a chokehold as an excuse to move in on the department and do a Ferguson on them. Where the DOJ turned the entire police department into a PC world, with triplicates on all forms, "contact forms" every time they spoke with someone on the street, sensitivity training, and prosecution of all officers involved in the case.
Betcha someone still has a copy of those Weiner emails, would not be surprised the NYPD gave a copy to Guiliani.

Seems to me that the establishment and the cabal was believing the polling. They figured they could "look into it one more time, just to be safe". They were certain that Killary would still win in a landslide so Comey went public with the claim that he was renewing the investigation, to make the FB_ look more nonpartisan.
Well Trump would have won anyway, we know now. And it didn't bother Killary's base one bit. Nobody at that point in time hadn't already made their mind up. Comey knew that, so the cabal was certain that they had nothing to lose. The MSM was complicit.
We have witnessed the most egregious and blatant scandal in our great nation's history. We watched it all unfold in real time, and Trump's message was so powerful and resonating that the people of America saw through the lies and voted for the right candidate. Had HRC won, we would already be nearly completely globalized by now.
If heads don't hit the block for this bullshite, it's going to be difficult to keep the faith. This was the most blatant abuse of power ever. We're very close to becoming Europe if people don't go down for treason.
