Dude, heroin was originally brought in by the Chinese and the the Sicilian for purely recreational means. The original junkies were poor kids and prostitutes in mainly immigrant neighborhoods in the early 1900s.

Any successful dealer will tell you though that addicts or junkies are not a money maker. The money is in the recreational users who buy for weekend recreation. Jesse Duplantis the preacher was a drug dealer, he said he always was stocked up beginning Thursday night for the weekend when all the rich kids would come to buy. The junkies were a cost on the product end because they would run out of money and would resort to petty crime. The rich kids had cash and would pay premium prices whether it be Marijuana, pills cocaine or even heroin

Even dealers today will tell you that hardcore addicts are maybe 20% of their clientele.
