It was determined that this complaint does not meet that standard. It was a hearsay account by someone outside the IC who has a known political bias. There was no legal obligation to report this to congress.......but Dems are about to get thier wish lol.

“Zelensky brought up Giuliani first” is a strange assertion, because it ignores that Zelensky mentions prior conversations with Giuliani. So Giuliani was already involved.
